To Members of the California State Assembly:

I am returning Assembly Bill 833 without my signature.

Reducing the number of underqualified teachers in low-performing
schools is a task upon which I place great importance, and I note
that the 2001 Budget Act contains over $160 million for programs to
address this issue.

Unfortunately, given our rapidly declining economy with a budget
shortfall of $1.1 billion for the first three months if the fiscal
year, we cannot afford new General Fund spending.
